Through Avista's Home Insulation Program, eligible customers can receive rebates for insulation improvements in attics, walls, floors, crawl spaces, and ductwork.

What if a contractor wants to join the program?
We are always accepting applications for new installers in the Home Insulation Program. Acceptance can be dependent upon program needs.
Some homes may qualify for no-cost insulation upgrades
As part of Avista's clean energy work, we're helping bring energy-saving improvements to customers in underserved communities, known as Named Communities.
Additional funding is available to help eligible households lower energy use, improve home comfort, and reduce energy bills. The Named Communities Investment Fund (NCIF) supports projects that benefit Washington electric customers in these communities.
If your home qualifies, available funding may cover the full cost of your insulation project, meaning you pay nothing out of pocket.
A participating contractor can determine whether your home is eligible and explain available funding during your home assessment.
Reduced-cost insulation upgrades
If you don't qualify for a no-cost project, you may still be eligible for a Home Insulation Program rebate. (See list below.)
The incentive is applied directly to the project cost, helping reduce the amount you pay out of pocket. For example, a home with 1,200 square feet of qualifying insulation could receive a rebate of about $2,100.
To qualify for our Home Insulation Program, you must:
- Be an existing Avista residential customer
- Be applying for your primary residence in an existing single family, duplex, triplex or fourplex home
- New construction does not qualify
- Meet pre-existing and post-projects insulation levels (R-values)
- Washington customers: Heat your home with Avista electricity or natural gas via electric or natural gas furnace, natural gas boiler, electric cadet (wall heater), radiant heating, baseboards or heat pump
- Idaho customers: Heat your home with Avista electricity via electric furnace, electric cadet (wall heater), radiant heating, baseboards or heat pump
This program does not require income qualifications. All eligible customers can apply.
The estimate you receive from your contractor will tell you what the R-value of your existing insulation is, as well as the new R-value, should additional insulation be suggested.
