Clean Energy Implementation Plan
Avista’s Clean Energy Implementation Plan (CEIP) outlines actions that Avista plans to take to reach our clean energy goals in Washington. This plan is required by Washington’s Clean Energy Transformation Act and is updated every four years.
The CEIP must show that Avista’s Washington customers are benefitting from the transition to clean energy through:
- Equitable energy and non-energy benefits that reduce burdens to Named Communities
- Long-term and short-term public health and environmental benefits
- Energy security and resiliency

Filing Details
Avista is regulated by the Washington Utilities and Transportation Commission (WUTC), the state agency responsible for ensuring that utility services are safe, reliable, and fairly priced. The WUTC reviews Avista’s CEIP, holding the utility accountable for meeting Washington’s clean energy requirements, engaging with communities, and delivering benefits fairly across customer groups. Avista’s CEIP describes how we plan to make progress towards Washington’s clean energy standards of supplying its Washington customers with greenhouse gas-neutral energy by 2030 and 100% renewable or non-emitting electricity supply by 2045.

Avista collects public feedback through surveys, meetings, and written comments. Your input helps shape our plans and is summarized in our filings. Comments are accepted at any time throughout the year.

Filing Timeline
Every four years, Avista submits a CEIP. In the odd-numbered years between, we file a Biennial Update to share our progress. This means you’ll see a full plan in 2021, 2025, 2029, and updates in 2023, 2027, 2031, as required by Washington’s CETA. Leading up to each filing, Avista hosts monthly advisory group meetings, gathers public input through quarterly meetings, and shares draft materials for the public to review to ensure transparency and community involvement.
Key dates:
- May 1, 2025: Avista files CEIP Public Participation Plan
- January-September 2025: Avista drafts 2026-2029 CEIP and collects input
- October 1, 2025: Avista files 2026-2029 CEIP
- October 2025-December 2025: WUTC Public comment period
- November 1, 2025: Notice provided to customers about CEIP filing
- TBD: WUTC open meeting (Determine outcome of Avista’s 2025 CEIP)
- May 1, 2025: Avista files CEIP Public Participation Plan
- October 1, 2027: Avista files 2027 CEIP Biennial Update
Clean Energy Implementation Plan Advisory Group
Avista’s Clean Energy Implementation Plan Advisory Group is a way for Washington customers and other interested parties to be involved in Avista’s process of developing the 2026-2029 Clean Energy Implementation Plan (CEIP).
This temporary advisory group will meet monthly from January through fall 2025 to discuss the energy targets and specific actions Avista will commit to in the CEIP. The final plan will be filed with the Washington Utilities and Transportation Commission on October 1, 2025.
